The videotaped arrest of a Philadelphia city official and her spouse is under scrutiny.

After city official Celena Morrison and her husband were detained, the Philadelphia district attorney's office is investigating.

Police say Morrison, the executive director of Philadelphia's LGBT Affairs, and Darius McLean were arrested Saturday morning after a traffic stop. Morrison's footage shows McLean on the ground on a roadside shoulder with an officer above him during his arrest.

At 9:09 a.m., a Pennsylvania state trooper stopped a gray Infiniti sedan on Interstate 76 "after multiple vehicle code violations were observed." "Prior to the trooper making contact with the operator of the Infiniti, a green Dodge sedan arrived at the location of the traffic stop and parked behind the trooper’s patrol vehicle," police stated in a release. "The trooper approached the Dodge and the operator of the vehicle became verbally combative toward the trooper."

Police stated the Dodge driver "refused multiple lawful orders," so the trooper sought to arrest him, but he resisted. Police say the Infiniti driver hampered the trooper's arrest. Morrison and McLean were detained for "resisting arrest, obstruction of justice, disorderly conduct and other related charges," police said.

Morrison did not immediately reply to inquiries. McLean was unavailable for comment. The Philadelphia district attorney's office is investigating the arrests and asking for information. "The district attorney’s office has made no charging decision pending a thorough, even-handed investigation," it stated, adding that it had no more comment.

Mayor Cherelle L. Parker said Saturday that the video “is very concerning” and that she would have “no further comment until the investigation has been completed.”
